Is it just me, or are all the applause lines in the wrong place?

I’ve been following the transcript of the speech while watching, and just about every applause line has been the second-to-last line in a paragraph.

Which leaves another line hanging there, and makes for an awkward transition as Bush has to wade through this now-disconnected sentence. (Hey, would you want him improvising and skipping over something?)

I wonder if the Bush Co. folks were planning for a colder reception than they’re actually getting? That would explain it, since those hanging lines tend to be pretty content-free wrap-up sentences, that would be a more natural start to grudging applause.

Or maybe someone just made some funny judgments about where to put the applause lines…
